Annual Meeting and Guest Speaker. The Annual Meeting will have the usual 9-9:30 Social time, with the Business Meeting from 9:30 - 10:15. We will vote on the new slate of Board members, studies and programs for the '11-'12 year, and make any necessary changes to the bylaws. We must have a majority of membership attend. Please be present to vote to determine the LWVCYC efforts in '11-'12.

Sheila Polk will be our guest speaker after the business meeting beginning at 10:30 a.m. Her topic will be on "The Holocaust - What You Do Matters". The public is welcome to attend this portion of the meeting.

Homeless, Hungry & Helpless in Yavapai County. Hundreds of hard working families in our area have faced foreclosures and have lost their homes. These families represent the "new homeless". Others are holding together and making their payments but can't afford enough food to feed their families. Kids go to school hungry and parents feel guilty and helpless. Family discussions explode into blaming sessions and domestic violence increases. What are we doing in Yavapai County to house the homeless, help the helpless and feed the hungry?

Charter School Study Concurrence Meeting. This meeting will address the Charter School Study conducted by the League of Women Voters of Greater Tucson (LWWGT). We have invited guest speakers to discuss local Public and Charter School issues to help members discuss the findings of the Tuscon League to either reach consensus - or not.

Members and the pubic are welcome, only members can vote on the consensus however.

Role of Federal Government in Public Schools Study - Part I. The LWVUS is having all local leagues study the Role of Federal Government in Public Schools. We will discuss and vote on the consensus questions on the Common Core Standards and Assessments. These core standards and assessments have been adopted by 48 states, including Arizona. We will have a local panel of speakers who are knowledgeable on curriculum in our schools. We will then discuss the consensus questions and determine our local stance to submit to the National league.

Members and the public are welcome. Only members can vote during consensus, however. A great introduction to the League process on studies.

Role of Federal Government in Public Schools Study - Part II. Part II of the Role of Federal Government in Public Schools deals with Funding & Equity issues. We will discuss many aspects of this complex side of education as pertaining to the Federal government. We will have a local panel to discuss how funding impacts schools in early childhood ed, special ed and other aspects of education. Members will then examine the consensus questions and determine our local stance on Funding and Equity.

Results will be submitted to LWVUS by November 31, 2011. This is how National studies work - all local leagues in the U.S. study the issue, add their voices in the consensus questions - and this is compiled to create our national policy - an impetus to impact legislation.

All members and the public are welcome to attend. Members only can participate in the consensus portion of the meeting.

Privatization Study - Consensus. The LWVUS adopted a study on the privatization of government services - at the Federal level, the State level - and even to the local level. In Arizona, we've heard plenty about private prisons. Consider the different aspects of "government run" entities - libraries, parks, among others. We will have the opportunity to analyze what it would take to privatize one of these entities to learn the decision process at this meeting. We will then answer the consensus questions to submit to the National League.

Guest speaker Paul Gabaldon, Yavapai County Juvenile Detention Manager, will talk about current programs and probation policies regarding detention and rehabilitation. Juvenile Justice Center volunteers and League members Dottie Morris and Pam Tetreault will present a case study and a comparison of the new Juvenile facility to the prior layout. Newly relocated in October, the Yavapai County Juvenile Justice Center is open and busy helping our community youth. The American Legislative Exchange Council (ALEC) is a 501(c)(3) American organization composed of state legislators, businesses and foundations which produces model policies for state legislatures and promotes free markets, limited government, and federalism at the state level.

Common Cause is an American nonpartisan, not-for-profit liberal advocacy organization based in Washington, D.C.[1] It was founded in 1970 by Republican John W. Gardner, the former Secretary of Health, Education, and Welfare in the administration of President Lyndon Johnson. The group's mission is to serve as a citizens' lobby to establish greater transparency and accountability in U.S. political institutions.[2]

The League is inviting speakers from both organizations to discuss their impact on government.

CASA Update and League Program Planning. Program Planning is an annual review of our local positions so all members can consider whether they need to be updated with a study or whether they are relevant + or whether they are just fine and continue to use them for action locally. Every other year we review either our State positions or National positions to determine our "program" or platform for the following two years. The National convention is this year, so we are reviewing the National positions, which will be voted upon at the convention in June. Last May was our State Convention in Clarkdale + so we reviewed our State positions last February. This is a great meeting to really delve into what the League stands for + and understand how we use these positions to take action at the National, State and Local levels. Members Sandra Goodwin and Muriel Haverland will provide a professional and excellent overview to League program to guide us into the discussion.

Quinci Castleberry a Court Appointed Special Advocate will be our guest speaker to give a brief talk about CASA.

She is the first woman to serve in that role in Prescott. Come meet Chief Black and learn how she got interested in police administration, what challenges she has had to face as a woman leader in a male dominated field, and how Prescott's crime patterns compare to similar sized communities.

Suicide & Mental Illness - What Can a Community Do?.
Our Guest Speakers:

Laura Norman is the Chief Development and Communication Officer for West Yavapai Guidance Clinic. Laura works out of the CEO's office and has responsibilities that include: educational presentations, fund-raising, special event planning, media relations, internal and external publications, special projects for the CEO, as well as client relations, housing, transportation and prevention. She has been on staff since 1996.

John M. Schuderer, MA, LPC, LISAC - As a licensed mental health and substance abuse counselor, John has spent the last 20 years helping others with challenges in these often overlapping areas. John has been a volunteer with MATFORCE for the last 11 years and is currently the Chairperson of the Yavapai Suicide Prevention Coalition bringing suicide awareness and prevention to Yavapai County.

Jerald Monahan is the Chief of Police for Yavapai College. Chief Monahan has been actively involved in addressing issues of violence against women with each agency he has served. He was appointed to the Governor's Commission to Prevent Violence Against Women in 2003. In January of 2011, Chief Monahan was named as the Chairperson, serving in that role until December of 2013. In April of 2015 he was appointed to the Board of Directors for the End Violence Against Women International organization and is the current board Vice President.

Barbara Litrell is a former Sedona City Councilwoman and currently serves as President of two leading organizations, the League of Women Voters Greater Verde Valley and the Mental Health Coalition Verde Valley. She began her career as a French teacher in New York followed by a 28-year career in sales and management with The New York Times and national magazines including Working Woman, Working Mother and McCall's. After moving to Arizona in 2002, she gained community experience as a real estate agent, President of Keep Sedona Beautiful, Executive Director of Verde Valley Caregivers Coalition, and President of University Women of Sedona.

The State of Health in Yavapai County. We have a great speaker this month to talk to us about the "State of Health in Yavapai County". Adrienne and her team have been working in Yavapai County for the past 10 months, collecting health data, input from residents via survey or in person, and elected officials + and have published the 2017 Community Health Assessment. The public is welcome to attend!

Adrienne Z. Udarbe, MS, RDN + Executive Director, Pinnacle Prevention + Adrienne Udarbe is founding Director of Pinnacle Prevention where she leads innovative efforts in food systems, active living, and health policy and research. With more than a decade of experience in public sector settings, Adrienne is a passionate advocate inspired by good causes, good people, and good food. Prior to her work with Pinnacle Prevention, Adrienne served in public health at both the state and local levels facilitating community driven health improvement planning and transformation initiatives.

Single payer health systems are pushing the health-care debate decidedly leftward. What is the health in the UK really like? We've heard rumors of long waits for elective surgery. How much does universal health care cost compared to what we spend in the USA?

Valerie Burns, League of Women Voters, Prescott, has lived in the UK fairly recently and will give us some facts about the British Health Care. Their system started after world war II, it's still around. Why? Bring your questions.

How Gerrymandering Rigs Elections. We have invited Colleen Mathis, Chair of the Arizona Independent Redistricting Commission as our guest speaker.

Ms. Mathis is a registered Independent and her serve as chair of the commission until the next chair is selected in 2021. Colleen earned her Master's Degree in Environmental Management from Yale University and Bachelor's in Economics from the University of Illinois. She is an affiliated associate at the Institute of Quantitative Social Sciences at Harvard University and principal at Willet Creek Consulting, specializing in non-profit management, communications and business development.
